You can always use a utility strap to attach the wagon handle to the double/triple stroller so that you can push the stroller with two hands and pull the wagon along as well. This enables you to move 4-5 kids whenever you have to.
As far as possible, go for strollers with rubber wheels as they help keep the noise level down, helps when baby is sleeping in the stroller.
Some caregivers may use a sling or child carrier to carry a young baby and then pull a wagon or push a stroller with toddlers inside.
In some preschools, the teachers use double strollers for toddlers and a rope for the older kids (3 years & up) if they have to take a walk around the block. A rope works best if the kids listen to you well and follow instructions. Make sure you train with the kids, using a rope, in a safe area before you take them out.
